Due To Ill Health Simcoe Returned To England In July 1796 On Leave But Did Not Return And He Gave Up His Position In 1799 By This Time York Was Estimated To Have A Population Of 240 Persons Peter Russell Was Named Administrator By Simcoe Between 1799 And 1800 A Road Was Constructed East Of Toronto To The Mouth Of The Trent River By Asa Danforth This Was The Making Of Today's Kingston Road Russell Established The First Jail He Expanded The Town Westward And Northward And During His Term The First St Lawrence Market Was Built In 1803 The First Church Of What Was To Become Today's St James Cathedral Was Built In 1807 When Russell Died In 1808 The Town's Population Was Now Up To 500 War Of 1812
